Asking price vs. transaction price in Dubai: how to check an apartment in DLD data?

The asking price of an apartment in Dubai shows the seller's expectation, and DLD data helps verify it against registered sales. The analysis is worth starting with the same building, similar square footage, and layout, separating the ready secondary market from off-plan. It is necessary to exclude incomparable procedures, check the scope of the sold right, and calculate the median AED/m² rates. The result requires adjustments for technical condition, view, and lease terms, which the price alone does not explain. Before signing Form F, one must verify the Title Deed, Service Charge settlements, Ejari, and full entry costs. The article shows four stages of working with data, a fictional basket of five transactions, and a list of documents that help determine the limit price without assuming a fixed discount.

An apartment listed on Property Finder or Bayut for 1,600,000 AED does not necessarily have that market value. The listing price reflects the seller's expectations. Only by comparing it with appropriately selected transactions can one assess whether the requested amount is justified. However, there is no single discount that can be safely subtracted from every listing in Dubai.

Dubai DLD transaction prices are the starting point for analyzing a ready property: selecting similar apartments, discarding incomparable transactions, and establishing a purchase budget. The Dubai Land Department register will not show the full technical condition, actual view, or all obligations related to tenancy. It must be combined with the seller's documents and an inspection.

Below, we outline the procedure for the secondary market: four steps for data retrieval, sample selection, record verification, and how to translate the results into negotiations. The five-transaction model is used solely for learning calculations and is not a report on the current prices of a specific building.

How to find registered sales prices at DLD?

Go to the official Real Estate Data section on the Dubai Land Department website and select transaction data. For a purchase valuation, you need sales of comparable units, not records of mortgages, leases, or valuations. The public result is a summary of registry data, not a copy of the title deed or confirmation of the legal status of the apartment you want to buy.

Procedure for extracting data from the DLD Open Data platform

  1. Select the source and scope of the analysis. In the Transactions module, specify that you are examining the sale of a ready residential apartment. Record the source address, download date, and applied filters. Check the downloaded file headers and transaction types so you do not accidentally use a dataset of leases or valuations. The price visible in the listing or the seller's brokerage agreement does not replace the registered sale amount.
  2. Set the comparison period. As a working baseline, start with the last 90–180 days; this is a proposed analytical window, not a DLD requirement. Check the earliest and latest dates in the results. When there are few sales, expand the period and mark older observations separately. Do not automatically adjust them upwards by the district's average growth: a change in the structure of sold units can mimic a price change.
  3. Narrow down the property type. Use the available filters for transaction type, registration, area, usage, and property type. After exporting, check the Project, Master Project, subtype, and number of bedrooms, if the data is populated. Do not assume that a project name always identifies a single tower or that the Unit label means the exact same category in every version of the dataset. Confirm the connection to a specific building using unit numbers and documents.
  4. Download the CSV and check the units. Keep the original file and perform calculations on a copy. In the current DLD view, fields include Amount, Transaction Size (sq.m), and Property Size (sq.m). First, determine what the transaction amount and area refer to. Check the decimal separator, AED currency, empty cells, and entry identifiers. Do not delete two records just because they have the identical date and price; they may concern different apartments.

Field names in files from other official channels may differ. Do not mechanically transfer instructions regarding the Actual Worth or Procedure Area columns to an export that has different headers. Maintain a short dictionary: field name, meaning, unit, and application in the calculation. The unit conversion is 1 m² ≈ 10.7639 sq ft; AED/m² and AED/sq ft rates require a matching denominator.

Also separate the documentation stages: Form A concerns the relationship between the seller and the broker, while the final sale is confirmed by its registration. The listing amount may change before the transfer. Simply comparing someone else's listing price with another DLD record does not prove what discount was negotiated in that same transaction.

How to select truly comparable properties?

Compare apartments with a similar layout, area, tenure type, and completion status, preferably in the same building. Sharing the same district alone is not enough. The median of a properly selected sample is a benchmark, but it does not eliminate quality differences or the risk of misclassifying data.

Sample selection criteria and calculating the transaction median

  1. Agree on the floor area basis. Compare the Title Deed, approved floor plan, and listing area. Check whether you are comparing internal area, balcony, and other components on the same basis. Do not assume that every value in the register is a simple sum of Suite Area and Balcony. A working tolerance of ±5–10% can help with selection, but a large terrace or different layout justifies a separate comparison. The result of the verification must be a uniform definition of m².
  2. Identify the building and its costs. Start with the same tower, number of bedrooms, and a similar layout. Verify the building identifier, development stage, and documented completion date; the record creation date does not have to be the handover date. If you cannot gather about 5–10 useful sales, present the small sample directly. Include a neighboring building only after comparing age, maintenance, amenities, and Service Charges, marking it as a weaker reference.
  3. Separate the ready secondary market from off-plan. Check the registration type, procedure, and documents confirming the unit's readiness. Oqood is associated with off-plan registration, but the registration label alone does not describe all economic sale conditions. Also, a ready apartment sold by a developer may have a different payment model than a secondary market unit. Do not reject a sale just because the buyer used a mortgage; separate the sale from the mortgage registration itself.
  4. Calculate the median unit rates. For each accepted sale, divide the comparable amount by the correct area, then sort the rates in ascending order. For an odd number of observations, the median is the middle value; for an even number, it is the average of the two middle values. Also calculate the minimum, maximum, and arithmetic mean. Verify whether the result is not based on a single unit type whose parameters differ from the purchase subject.

The number 5–10 is a working target, not an official credibility threshold. Five random transactions do not become a good sample simply by reaching this number. In the report, show the number of records before and after selection, dates, and reasons for exclusions. If the project name cannot be unambiguously assigned to a building, do not present the result as the median for that tower.

The median is less sensitive to a single extreme price than the mean, but it can be wrong for an entire poorly selected group. It does not guarantee capital protection. The difference between a ready unit and an off-plan purchase is expanded upon in the PlanoGroup material “Dubai: Off-plan or ready properties? Model comparison”. When analyzing a developer, it is also worth checking the payment plan, SPA, and escrow.

How to discard records that distort the comparison?

Exclude transactions from the basket that do not reflect a comparable sale of the entire unit. Mark ambiguous records as requiring clarification while preserving their history. A low price, identical date, or repeatable amount are signals for verification, not standalone proof of a gift, portfolio, or distressed sale.

Cleaning the database of gifts, mortgage entries, and portfolio transactions

  1. Check the transaction type. Based on the transaction type and subtype, keep the sales matching the goal of the analysis, excluding e.g., mortgage creations and gifts alone. Amounts concerning these procedures have a different meaning than an apartment sale price. Do not assume a specific LTV or a symbolic gift value. Verification consists of reading the procedure's designation and definition, not guessing its type from the amount size.
  2. Determine the scope of the sold right. Compare the transaction and property areas and available share information. A significant difference may indicate that the entry does not concern the entire unit, but requires confirmation. The public view does not have to contain a separate Fractional / Partial Share column. When the share and its connection to the amount cannot be verified, exclude the record from the core sample and describe the omission. Do not automatically recalculate a share price proportionally to 100% ownership.
  3. Flag potential bundle transactions. Search for groups of sales with similar dates, amounts, and parameters within a single project. Look for confirmation of a joint transaction in available documents or from an authorized participant in the process. If the export shows only the day, do not add the time. Repeatability may result from the sale of similar units, so do not delete an entire group without justification. Show the result with and without the records if uncertainty remains.
  4. Investigate outliers. Mark rates clearly distanced from the median; a 30% threshold can be a working alarm, but it is not a DLD rule or proof of an auction. Check the area, share, procedure type, unit condition, and available auction documents. A sale below neighboring prices can be an important market observation. Base the decision to exclude on the reason for incomparability, not on the fact that the result lowers the valuation.

A good spreadsheet keeps raw records and adds a status to them: accepted, excluded, or to be clarified. It records the basis of the decision in a separate column. Thanks to this, another person can recreate the analysis and check whether inconvenient prices were not removed. Lack of data on the relationship between parties means lack of knowledge about this circumstance, not confirmation of the parties' independence.

Also monitor technical duplicates. The same entry repeated in two downloads is not a second sale. At the same time, the resale of the same apartment at a different date can be a valid observation. The transaction identifier and its date are decisive, and if necessary, further documents. After cleaning, recalculate the median and show how much the result changed.

Selection bias works in both directions. A share treated as a entire unit will lower the benchmark; keeping only the highest prices can lead to overpaying. In negotiations, what counts is the ability to defend every record, not the size of the file.

How to use transaction data in negotiations?

Present comparable transactions, justified adjustments, and a price fitting your budget to the seller. DLD provides facts about registered transactions, but does not set the price that the owner must accept. A premium for a view or a discount for leasing restrictions require separate justification.

Construction of the negotiation spreadsheet and maximum price calculation

  1. Build a comparative statement. Enter the date, identifier, area, amount, and AED/m² of each accepted sale, alongside the listing parameters. Calculate the difference of the listing price relative to the benchmark as (listing / comparative value − 1) × 100%. Check the denominator: the premium of the listing over the median and the discount from the listing are different percentages. Evaluate a higher price in the context of the unit's features; the difference alone does not prove overpricing.
  2. Price quality differences. Use the inspection, approved floor plan, renovation documentation, and cost estimate. Evaluate the floor, noise, exposure, permanence of the view, condition of the air conditioning, and furnishings. Assign an amount or range and a basis to each adjustment. Do not arbitrarily add a few percentages for each floor. Check whether the same defect was not counted twice: as a lower base rate and the full cost of its removal.
  3. Calculate the impact of tenancy. Read the rent, dates, deposit settlement, and tenancy rules from the agreement and Ejari; check the relevant rent index and delivery documents. A sale does not automatically end the agreement. For specific grounds to vacate a unit, the law provides for at least 12 months' notice via notary or registered mail; the effectiveness of a specific letter should be assessed by a local lawyer. Instead of an automatic 10–15% discount, calculate the income difference and costs under several scenarios.
  4. Establish the full budget before Form F / MoU. Add DLD fees applicable to you, agreed commission with proper VAT, registration handling, NOC, lawyer, financing, and initial outlays to the price. Verify amounts on the current service card, written offers, and agreement. Form F is a transaction document, not a neutral price inquiry: agree on the terms of financing, documents, handover, and return of the security before signing.

The DLD Property Sale Registration card indicates a total of 4% of the sale value, split 2% for the seller and buyer. Do not present the entire 4% as a statutory burden solely on the buyer; if the buyer is to cover the entirety, include such a division in the contract and budget. The registration partner fee is 4,000 AED + VAT for sales from 500,000 AED and 2,000 AED + VAT below that amount. Applicable document fees apply.

A 2% commission may be an assumption of an agreed service, but it is not a universal statutory rate here. Also, the NOC cost requires confirmation for a specific project. Do not enter a single fixed administrative addition into every transaction. In the case of a mortgage, include bank, valuation, and security registration costs separately.

The working limit price is Pmax = (B − K) / (1 + f), where B denotes the entire available budget, K - monetary costs and reserve, and f - the sum of percentage costs burdening the buyer. The formula requires adjustment when fees have different bases. Then check the limit price in the rental and resale model. Helpful materials include those on service charges and net ROI and off-plan assignment - the latter shows separate limitations on exiting an off-plan unit.

Comparison table and limitations of available data

Model analytical basket in points

The following basket is entirely fictional. "Model Building A" does not represent a actual development; dates and amounts are assumptions for an exercise, not records downloaded from DLD. We assume five ready 1-Bedroom units and full transfer of ownership. Rates per m² are rounded to full AED only during presentation.

  • Record 1: 15.08.2026; 80 m²; 1,400,000 AED; 17,500 AED/m². To be clarified: floor, window direction, and actual view. The lack of these features in the transaction statement does not allow assuming that the unit had the same parameters as the analyzed apartment.
  • Record 2: 28.08.2026; 81 m²; 1,430,000 AED; approx. 17,654 AED/m². To be clarified: furnishings, equipment, and scope of movable items included in the price. The finish status is confirmed by documents and inspection, rather than being added based on the rate.
  • Record 3: 10.09.2026; 79 m²; 1,410,000 AED; approx. 17,848 AED/m². To be clarified: assignment and nature of the parking right. A potential Parking field in the result does not replace checking documents regarding a specific space.
  • Record 4: 22.09.2026; 82 m²; 1,520,000 AED; approx. 18,537 AED/m². To be clarified: reason for the higher rate. A higher floor, open view, and renovation are hypotheses to be checked. They are not information resulting from the price alone.
  • Record 5: 05.10.2026; 80 m²; 1,390,000 AED; 17,375 AED/m². To be clarified: technical condition, tenancy status, and sale conditions. A lower result alone does not confirm that the unit is rented or burdened with a legal problem.

The sample includes 5 observations. The rate spread is approx. 17,375–18,537 AED/m², the median is approx. 17,654 AED/m², and the mean is approx. 17,783 AED/m². The median is the median of five unit rates, not the quotient of the sum of prices and the sum of areas. Using the unrounded median for an 80 m² unit gives approx. 1,412,346 AED before adjustments.

If the listing were 1,600,000 AED, its premium relative to this model benchmark would be approx. 13.3%. However, a reduction from 1,600,000 to 1,412,346 AED would correspond to approx. 11.7% of the listing price. These are two different denominators. Neither of these results is an observed market discount or a ready purchase price recommendation.

What the register alone cannot resolve?

Separate the limitations of the Transactions view from the scope of the entire DLD service. Other modules may show additional features, e.g., floor or balcony, but their connection to a specific sale requires matching identifiers. A missing connection is not supplemented by guessing. Nor should it be claimed that no public module contains parking or floor data.

Questions about the current wear of installations, window tightness, air conditioning service, cooling costs, and the actual renovation standard remain outside the register. They must be checked during inspection and repair history. Evaluate the view from the window along with the surroundings and available planning information; an currently empty plot is not a guarantee of preserving the panorama.

The sales statement does not confirm the current Service Charge balance, owner obligations, or the content of the lease agreement. Settlement documents, Ejari, and legal verification serve these topics. For incomplete data, show a value range and a conservative scenario. More decimal places will not increase the credibility of a weak sample.

List of data from the seller and FAQ

Documents to check before Form F and securing the transaction

Before signing a binding document or handing over a security cheque, agree on what documents you will receive and what will happen in case of discrepancies. If the parties anticipate a 10% security, its amount, recipient, storage, and conditions of execution must result from the contract. Do not treat this percentage as an automatic statutory requirement for every sale.

  • Title Deed and seller identification. Request the current document and check its authenticity in the official DLD tool. Compare the owner, unit number, building, and area. A PDF alone is not enough to confirm the absence of all restrictions. Verify current encumbrances, the right to sell, and any mortgage release procedure through the proper registry path and with a lawyer.
  • Service Charge Statement and settlements. Obtain the unit's balance from the relevant manager, payment confirmations, and information about dues and planned top-ups. Compare the rate with the DLD Service Charge Index for the relevant project and year. Establish rules for e-NOC, cost settlements up to the transfer date, and responsibility for arrears. The rate index alone does not confirm that the seller has paid the bills.
  • Handover status and tenancy. Require a written specification of Vacant on Transfer or Tenanted. In the case of a tenancy, check the contract, Ejari, rent, deposit, advance payments, and any disputes. If the price assumes handing over an empty unit, ask for the basis and schedule for its vacating. Delivery and the effects of notice require legal assessment. Do not base the purchase on a broker's verbal declaration.
  • Approved floor plan and technical condition. Compare the plan with the layout during inspection; ask for remodeling approvals and documents of significant works. Order an inspection of installations, moisture, carpentry, and air conditioning and prepare a cost estimate. The floor plan helps detect discrepancies, but does not prove the legality of all changes. Document deficiencies should have established consequences for the further process.
  • Transfer and settlement conditions. Gather a written cost calculation, NOC conditions, a potential mortgage balance document, and a draft Form F with attachments. Determine the deadline, financing conditions, handover, rent and deposit settlement, and consequences of failure to meet conditions. Process the participants' identification data only to the extent needed for the procedure; a tenant's passport copy is not a universal condition for price analysis.

After what time does a transaction appear in the public register?

Separate the moment of registering a transaction from making it available in a specific data channel. Do not assume a fixed 24–72 hour period without current information from the operator. Record the download date and the last visible date, and check very fresh results again. The absence of a transaction in the current export does not prove it was not concluded; look for confirmation in the registration documentation.

Does the transaction amount include all buyer costs?

Sales amounts in the register should not be equated with all capital involved. Contrast it separately with registration fees, commission, legal services, financing, and outlays on the unit. Verify the scope of a specific record's amount in its definition and documents. The term "net price" should not suggest a single VAT rule for every type of property.

Why do similar apartments on the same stack have different prices?

The reason can be the floor, noise, obstructed view, technical condition, furnishings, sale date, or income from a binding lease agreement. The price alone does not identify the cause. Before calculating a premium or discount, confirm the difference in documents and inspections. If it remains unexplained, widen the valuation range instead of assigning it an arbitrary value.

Why not combine Oqood with the ready secondary market?

An off-plan unit has a different availability deadline, payment schedule, and execution risk. The nominal price amount may also reflect the distribution of payments over time. Oqood helps recognize a different registration context, but requires interpretation together with the project status and contract. Analyze such a group separately; do not use it without adjustments to value a ready apartment.

Does DLD publish only sales data?

No. Real Estate Data covers various categories, including transactions, leases, projects, and valuations. Even within transaction data, it is necessary to distinguish between types of procedures. The analytical question decides the choice of dataset: purchase price, rent level, and project status are different topics. The DLD name on an export does not yet mean every row is suitable for comparing sales prices.

Does the listing price confirm what the apartment was sold for?

No. A listing is information about expectations, and its removal does not confirm either the finalization or the price amount. To measure the actual discount, one must reliably link the listing price history with the same completed sale. The difference between one apartment's listing and the median of other transactions is a comparative measure, not a discount statistic.

Is a single sale enough to determine a building's value?

A single observation can be useful, but it does not show the spread and may concern an atypical unit. Nor does it allow valuing all layouts in the building. With a small sample, check more documents, consider a longer period, and present greater uncertainty. It is better to disclose a limitation than to supplement the set with random towers just to obtain the expected number of records.

Is an older transaction automatically adjusted upward for the growth of the entire district?

No. The district average may rise because more expensive apartments were sold, not because every unit appreciated at the same pace. Time adjustment requires data on a comparable segment and an explanation of the method. If there is no strong basis, show older transactions separately and examine whether they change the conclusion. Do not hide their age in a single averaged rate.

Does a public statement replace a formal appraisal report?

No. The transaction basket is an analytical tool whose scope depends on data quality and assumed premises. If a bank, court, or procedure requires a formal valuation, a document must be obtained from an authorized entity in accordance with proper requirements. The DLD analysis helps prepare questions and evaluate the price, but does not replace legal due diligence or technical inspection.

How PlanoGroup can help before buying an apartment in Dubai?

If you are considering a ready apartment, contact the PlanoGroup team to discuss the scope of analysis before making an offer. The starting point should be unit identification, the history of comparable transactions, lease documents, and the full purchase budget.

We can help organize price data, prepare questions for the seller, and coordinate verification with local specialists. The scope of the report, costs, and the need for a formal valuation should be determined for the specific property. The goal is a decision based on documents and understandable assumptions."
